The course aims to:
– determine the effects of the timeless evolution of the policies in organization of space;
– identify changes in the current evolution in the way and procedure of treatment and the use of space and development policies in the context of decentralization and transformation of public policy from state to territorial
– distinguish pairing or mismatch between the evolution of these policies and socio-economic and environmental structural changes occurring in the countryside (multifunctionality, economic diversification, sustainability …)
– examine the articulation between the various levels of policy formulation (European, national, regional and local), in collaboration with the role of institutions and actors in rural areas in the shapping and implementation of these policies.
– combine and articulate the various sectorial policies at territorial level.
The course is organized in four sections:
(1) The evolution of institutions and regional policies in Europe and the Mediterranean
• The Evolutions in the state organization, the deconcentration-decentralization and the policies’ regionalization
(2) The implementation of policies for rural areas at national, regional and local level: the case of Greece
• Sectoral policies for the rural areas, the ROP and its interventions in the rural areas, the role of local government in rural development and, finally, the territorialisation and rural policy
(3) The environmental and spatial policies in Europe and their evolution. Analysis of the European framework for balanced and sustainable spatial development.
(4) The common agricultural policy of Europe and the LEADER approach
